Card Issuance in Russia

We’d like to inform you of a change in regulatory requirements in Russia relating to the issuing of Payoneer prepaid cards. Due to the recent requirements of Russian regulatory authorities, Payoneer can no longer issue new Payoneer prepaid Mastercard® cards to customers who have a Russian billing or shipping address.
The change will take effect as of February 27th, 2020.
It is important to note that:
- All existing card holders can continue to use their cards.
- This change will not affect any other Payoneer services. Customers can still withdraw funds to their local bank account and make payments, according to their account eligibility.
In order to ensure that Russian payees can continue to enjoy their services, Payoneer have created a solution that will allow Russian users to register for a Payoneer Account, which will enable them to receive payments to the Account and utilize other Payoneer services.
Payoneer Account as a payment method provides users with virtual balances in several different currencies to receive funds and then payees can withdraw funds to their personal bank account.
