Dear valued members, 

We would like to make Payoneer’s current list of sanctioned countries for card application known to you. According to the list, members from the following 14 countries cannot apply for Money Track debit card: 
Afghanistan, Australia, Canada, Cuba, India, Iran, South Korea, Myanmar, Palestinian Territories, Russia, Singapore, Sudan, Syria, United Kingdom. 

Regarding UnionPay Prepaid Card, its payment service is not provided to the countries sanctioned by the UN and the list of these countries remains unchanged since their last announcement. 

Therefore, among the 9 countries aforementioned: 
– Members from Canada, South Korea, please apply for UnionPay Prepaid Card. 
– Members from Cuba, Iran, and Iraq cannot apply for UnionPay Prepaid Card. 
– Members from Myanmar, India, Sudan, and Syria can apply for UnionPay Prepaid Card but may have some difficulties being accepted depending on financial background. 

In addition, we would like to announce the following change to UnionPay Prepaid Card Application Conditions: 

Conditions for applying for a UnionPay Prepaid Card have changed from November 2023. Accordingly, all members who want to apply for an UnionPay Prepaid Card are required to complete their application in person and collect the cards themselves in Hong Kong. New applicants are asked to provide proof of entry to Hong Kong, such as a boarding pass, train ticket, or equivalent documentation, as part of the application process.

Due to the ongoing economic and political situation in Japan, the depreciation of the Japanese Yen is highly likely to continue further and also other various factors have been contributing to the higher commission payout rates of NFR operation, we decided to make monthly commission calculation rate (PV rate) based on the average exchange rate between JPY and USD for the target month. The adjustment will be effective from the commission of November, which will be calculated and paid out in December.

Therefore, the following commission calculation rate for NFR members will be applied in the commission of November which is to be calculated and paid out in December:

These new prices are based on November’s average exchange rate and the USD prices below which were used for NFR products in the past.
